The air bags, both driver and passenger, should have been replaced under a recall over safety concerns.
I would check to see if your car has been recalled and, if it has, i'd try and see how i stood regarding a replacement under warranty.
If the car has not been recalled then i would enquire as to why not.

If the clock spring is the culprit, it's a fairly easy job to do if you're competent with a screwdriver.
Search this forum for a video link to replacing said part.
The hardest part of the process is finding the correct unit for your car. I found there were three different ones for the note when i did the job, all have different centre boss sizes and configurations.

Go to www.partsouq.com
You need your cars VIN number.
Put it in the box and click the button. Then search through the sections to find the area you want to look at. All parts for that section will be listed with numbers. You can order from the site or use the part number to do a search in the UK for the part. The company on the above link are based in Dubai, i have used them and they are pretty fast with delivery but due to covid it may be faster to search the uk for parts.
The clock spring is not programmed to the car as far as i'm aware.

You need to find the relevant section or area you wish to look at on the left of the page.
Then on the right you get all the sections related to the area you first clicked on, it's then a matter of looking through the sections until you find the part you want.
And yes, the parts are brand new.
If you still cannot find it, pm me with your VIN number and i'll search for you. ( DO NOT post the number on here ).
