Possibly a stuck automatic choke?
It sounds like the mixture is too rich.

Blue smoke on statrup or overrun is usually a sign of oil being burnt.
It could be valve stem oil seals, valve guides or piston rings.
Any of these jobs are fairly big to do and could be costly, especially the piston rings.
I hope i'm wrong, but, as i have found, in the past blue smoke has always ended up being one of the above causes.

Quite correct, unfortunately blue smoke for burning oil, black smoke for rich mixture.
Most modern cars do not have a choke but the mixture is made richer on start up in the cold from the computer (ecu) which is controlling the situation by monitoring various sensors.
Valve stems and guides mean the cylinder head will have to be removed which is a fair bit of work, but piston ring replacement means an engine removal and strip down for a modern car which could be expensive.
A second hand engine if you can find a good one could be a cheaper option.
