Hello is anyone available to assist.? I have a 2006 nisssn note thats not starting. Fuse #61 keeps blowing. I've tested with a test light and it has a 12v positive on 1 side and a ground on the other side. Thanks in advance

Fuse 61 is for the throttle motor. It says relay, but the live feed to the ecu for the motor comes through the fuse.
Pull the error codes, there should be something like P1122. All I can suggest is checking for trapped wires or water damage causing short circuits, if the throttle was jammed it shouldn't blow the fuse, but it might still be worth seeing if it is stuck.

Thanks but I've changed both and still a major short that keeps popping the fuse.

Popping a fuse is allways caused by a short or an overload. Checked for any tiny damage on cable insulation? A square mm on a cable on an Austin Allegro had me for months once. Took a piece of tape to mend. The fault is in the circuit of the concerned fuse. Painfull if it is in a piece of wire harness with several others.
